On March 22, the Department of Electronic Science and Technology of School of Electronics, Information and Electrical Engineering (SEIEE) of Harbin Institute of Technology, Weihai (HITWH) signed a cooperation agreement with National Engineering & Technology Research Center for ASIC Design (NECFAD) at Xincheng Hengye Building in Chuang Zhi New Area, Qingdao. The signing ceremony was attended by Zhong Shisheng (Vice President of HITWH), Mao Fenghu (Deputy Director of HITWH Teaching Affairs Office), Cai Chunwei (Assistant Dean of SEIEE), Wang Chenxu (Dean of the Department of Electronic Science & Technology), Wang Xinsheng (Deputy Director of Microelectronics Center), Liu Wei, Director of the Jimo Chuangzhi New Area Administrative Committee, Wang Donglin, Director and Chief Scientist of NECFAD, as well as other officials of NECFAD, Qingdao.
Vice President Zhong Shisheng expressed his gratitude to NECFAD for its spontaneous engagement in the joint education program. He also promised a continued effort on HITWH’s part to promote on-site training and internship so as to provide enterprises with more high-quality practical personnel and ensure the smooth development of the program. He hoped the signing ceremony would be a good start for the cooperation, as well as deepened mutual understanding, between NECFAD and HITWH, which would serve as the foundation for deeper cooperation in more areas between the two sides.
NECFAD Director Wang Donglin said that as an internationally-renowned engineering university HIT enjoys remarkable achievements in talent cultivation, scientific research and many other areas. The cooperation between NECFAD and HITWH will promote the development of NECFAD. He expected both sides to take this opportunity and strengthen cooperation in scientific research, exchanges of talents, and joint laboratory building. NECFAD would, in accordance with agreement requirements, provide a certain amount of funds annually to HITWH, which could be used for discipline construction, talent cultivation, scholarship, teaching awards and so on.
The two sides exchanged views on the refinement of talent cultivation system and reached the consensus that given the increased demand of multi-level talents in modern society, an integrated pattern of talent cultivation should be constructed through the joint efforts of university and enterprises. In this regard, the two sides should formulate a long-term mechanism for friendly cooperation, thorough reform and coordinated development, striving to forge this pilot program into a demonstration on the cultivation of IC Industrial talents, so as to contribute to the development of China’s IC industry and the education of Shandong Province.
Vice President Zhong Shisheng and other HITWH delegates also visited HITWH Training Base at the Research Center, where the University’s first batch of eighteen students majoring in electronic science and technology were taking internship, and encouraged them to take full advantage of the opportunity to make great achievements.
Affiliated to the Institute of Automation, Chinese Academy of Sciences, NECFAD is the first batch of National Integrated Circuit Design Engineering Center granted by the Ministry of Science and Technology. It has been committed to the research of Digital Signal Processor (DSP) and has undertaken a large amount of national key projects since the 1990s. The wide range of state-of-the-art DSP products that it independently developed has filled many blanks in this field and has yielded excellent economic and social benefits. Qingdao Research Center is the first domestic branch of the Institute of Automation and the first national key project in Jimo Chuangzhi New Area. Qingdao Research Center is aimed at establishing Advanced Technology Innovation Center and High-Quality Talent Cultivation Center, gathering first-class R&D resources and leading the development of the IC Industry in Qingdao through integrating sci-tech and market, promoting technological innovation and transforming scientific achievements into productivity force.
The Department of Electronic Science and Technology in HITWH has adhered to the principle of synchronous development of teaching and research since its establishment, and gradually developed the research directions of processor design, digital-analog hybrid integrated circuit design, chip security and reliability as well as embedded development and application. Following the national drive of “Mass Entrepreneurship and Innovation”, the Department is committed to promoting the nation’s “Outstanding Engineers” and “Engineering Leaders” programs by actively exploring the integration of teaching and practice as well as that of research and teaching”. After establishing joint laboratories with renowned companies such as Xilinx and ARM, the Department now takes one step further in exercising the “Outstanding Engineers” project by working with NECFAD in the order-oriented approach of talent cultivation, which marks a new progress in school-enterprise cooperation of HITWH.
